The legislative inquiries into flood control corruption have reached the naming stage: contractors naming congressmen and their alleged bagmen, DPWH engineers naming senators, senators pointing in the general direction of named ex-DPWH secretaries. What happens when the political class investigating the corruption itself harbors the suspects? Or, rather, what doesn’t happen? The public remains deeply angry. Will the investigations help resolve the issue, or merely defuse it? What is the endgame?
