Over the decades, the refinery and the city have co-existed, mostly without drama. Chevron, the oil giant that now owns the refinery, looms over the suburb of 16,000, whose prime location on the beach and close to LAX had made it a choice residential and business address.
The site at 1143 East County Line Road is publicly listed as a property exempt from taxes and is owned by the Church of St. Mary of the Lake.
