New York Attorney General Letitia James and 19 of her counterparts are suing over the Trump administration’s cuts to staff and programs at the U.S. Department of Health and Human Services.

Billions of dollars of cuts and the loss of 20,000 employees have left the massive federal department "unable to perform statutory functions," the lawsuit says.

Attorneys general in 19 states and Washington, D.C., are challenging cuts to the U.S. Health and Human Services agency.
